The Tribune says : The building of thirty gunboats here for Spanish Government, for service in Cuban waters, is the most practical step we have yet seen taken toward the suppression of the insurrection. The contractors promise them in sixty days. But before that time the special service they are wanted for is likely to be either needless or impracticable.
