The last issue of the Silver Belt an nounced that orders had been received at San Carlos directing the return of the "Warm Spring Indians to their old reservation in New Jlexico. We most sincerely hope that this is a mistake and that the Indian Office will use every means within its power to retain at San Carlos the Indians now concen trated there. We believe that the ex perience of the last three years will support the statement that the consoli dation of the Apaches at San Carlos was one of the most beneficial meas ures ever adopted with these Indians, and is at present the great safe-guard of our continued peace with them. The old Chiracahua reservation, sit uated directly on the Mexican line, was formerly the gateway into Sonora and Chihuahua for raiding parties and renegades. After this was broken up in 1870 the Warm Spring Agency, in New Mexico, became the rendezvous of the renegades. Raiding parties were regularly...

Editor Citizen: The Southern Pa- clfic Railway Company is building its road over the public lands of Arizona under an act of Congress of general application. The City of Tucson, in order to clear the right of way beyond all dispute, paid certain settlers who had only possessory rights, 6mall sums to induce them to relinquish by deed whatever rights they claimed to have to the land upon which they resided. The railway company holds that by law and opinions of the United States courts settlers have ntfrights as against eompany that actually locates its line by surveys ok the ground prior to is suance of patent or certificate of pur. chase; in other words, the facts of oc cupation and filing with the local land office a declaration of pre-emption or homestead, give such settlers no claim for damages against a com pany that locates its line as stated and builds its road accordingly. The amount of travel now passing over the roads near Tucson makes it absolutely certain tbat unless they are either of the very best quality natur ally or have adequate repairs made to them from time to time they will soon fall into a bad state. The fact is, that though in the main they arc excellent natural roads, there are numerous places where they soon wear out and become bad. Heretofore we have de pended on the recurrence of the rainy seasons to accomplish the mending; but now that resource is not sufficient; the travel is too great, and especially in a short rainy season like the pres ent. Accordingly we have reports that at some places, more particularly near town, the roads are now well nigh dangerous to the passage or any wheeled vehicle. We have never yet spent any money on these roads, but they have always been the avenue through which the business and wealth of Tucson have come. They are the dependence of this city now. Business seems now to be cen tering on Allen street and n number of new stores and houses are being built. Freight, travel and hauling for the builders gives the streets a busy aspect. The hotels and restaurants fire crowded three times daily with Hungry men, "Which indicates that there is both labor and cash in the camp. llcssrs.
