We have therefore instituted inquiries which do not greatly improve the as pect of affairs. These fountatins were voted about six mouths ago. This gave ample time to have everything in readiness for the hot weather, but as with ilany other things voted by the Council, time seeis no olbject, and ac cordingly nothing was done until the sulnler was well advanced, the order to the plumbelr being given about the beginniiing of December. By the time that the necessary arrangements were made with the department, taps ap proved, and other preliminary dillicu. ties overcome, December was half over.
