EDITOR CHIEF; Prompted inmore by curiosity than aught else, I strolled into a part of town very seldom visited by the up-town resident, but when once entered, to the stulent of human nature many :ittractive points are found. I speak of the lower or French portioln of the city. Passing down Rampart.street about 5 in the afternoon, the sun just beginning to sink into the horiz3l:, quite a pretty picture met my eye. ;The houses are hnddled close together, as though striv ing to keep each other company, while fronm almost every window peeped out the head and shoulders of some pretty little French girl--they are noted for their beauty and polish-bedecked in her evening finery.
