Moat flattering thus far has been the success of our Library Association. From the time of the first efforts toward organization, most cheering have been the aid and encouragement which it has received. Xo possible at least no probable coiubiu.ition or circumstances can now occnr to thwart the speedy ratification of the XVth amendment. There are thirty-seven States; twenty-eight are needed to ratify; twenty-seven have done so already, viz : Alabama, Florida, Kansas, Pennsylva nia, New Hampshire, Vermont, Wiscon sin, Massachusetts, Mississippi, Arkan sas, Illinois, Louisiana, Michigan, Mis souri, New York, Rhode Island, Vir ginia, Connecticut, Indiauia, Maine, Minnesota, Nevada, North Carolina, South Carolina, Wext Virginia, Ohio, Iowa. - EMPORIA NEWS. Friday, s : February 4, 1870. FBOX TOPEKA. We bare not; muclf to report in the way of progress since last week. The number of bills Introduced has already reached 1G2. The great mass of these bills are of no consequence, and are meeting with little favor at the hands of . committees. In fact, a majority of them, so far, have met with unfavorable re port. ' The county line proposition of which I spoke last week is assuming new shape. Men are here from north Lyon and South Wabannsee counties asking that a mw county shall be made by ta ' king 14 miles from the last named and ten miles from our county. They have had a consultation with the Wabaunsee and Lyon delegations, but did not meet with much encouragement. This Is a different proposition from that urged by Col. Sanford. While the people in the north part of Lyon county are opposed almost unanimously to Sanford's pet scheme, they are said to be almost unan imously for the new proposition.
