STATE PRISON. —We are indebted to Assemblyman J. M. Crowell for a copy of the report of the Joint Standing Committees on the State Prison. The document is an interesting one, which we shall take early occasion to examine ami comment upon. PERSONAL. —C. B. McDonald, universally known as a newspaper writer in all California, came here from Sacramento, yesterday. He goes hence to Downieville, where he will be associated with the Sierra Citizen. THE SOLANO HERALD. —The editorial control of the Solano County Herald lias passed out of the hands of G. Lawton, Jr., who contrived to give to. and maintain for it, the character of the mo.-t completely uninteresting paper in the State, and now, A. R. Guui.ison is its editor, and he makes it a very readable sheet. The Herald, of last Saturday, conies to us with anew heading, and otherwise improved typographically. The Kir el lon. The political pot didn't boil very wildly yesterday. There was a good deal of rustling, button-holing and log-rolling, a great many wagons running, cuveloped in many flags and niottoed banners, and all ; that, besides some considerable noise. but it took the "sovs" a long time to warm up, and a good deal of whisky to get them in fever heat. Along in the afternoon, they began to stir up the caul- ; dron and by the time the polls closed things began to look as it an election was on the tapis. Dotting*. Barbers complain that a disposition on the part of candidates to look democratically dirty, causes a temporary stagnation in tonsorial transactions. Barbers are happiest when given favorable opportunities to razor stake. (Puudifferous allusion to acquirement of current kale seed.) Shameless and inquisitorial men and boys flocked in large crowds, yesterday, to see a canine irrepressible, jaw to jaw conflict, near the Second ward polls. One of the dogs was worsted, cheek by jowl. Speaking of cheek, we saw a candidate, yesterday, whose fingers were blistered peddling his own votes. Ilis modesty will never cause his sadden demise. He owns a horn of his own, and is diposed to give it audible tootings. He was elected in that instrument. EDITOR APPEAL :—The Senate passed two bills, and the House, one, yesterday, by way of making a showing for the week's work. In the Senate, the Kibbe war bill was passed by a vote of twenty-five to five. There was 110 debate, but several Senators explained their votes. Kirkpatrick wanted to hear some speeches on the bill—said he was not sufficiently informed of its merits to vote understandingly. No one accommodated him, and when the roll was called lie voted no. Phelps and Wheeler voted aye, but promised never lo vote for another bill of the kind. They thought the debt a legal one, hut wanted to see no more created under similar pretexts. IMPROVEMENTS AT NORTH SAN JI-AN.— The Hydraulic Press says that San Juan is improving rapidly, and mentions a number of fire-proof brick buildings that are under way of erection there. This town is the most beautiful and flourishing of any mining town in the State, and the mining districts surrounding it are very rich and extensive, which will well justify extensive improvements. Ht'niEn AT lIANGTOWN. —The Mountain Democrat of Placerville lias lately run "a rustic editor" into the ground. Said subject is worthy to be interred to a depth beyond all resurrection. ROAD TO WASHOE. —As a great many persons in this region are talking of going to Washoe, it would be well for them to know the best route to take. From what we can learn, the road from Marysville to Downieville by way of North San Juan, is (lie shortest and best.
