Now observe that tho contract was made only four days alter tho joint resolution was passed' (January 20th 1843) and nt least thirty-six days bolorc it took affect and what more need bo said to provo that this contract ds " illegal and void from the beginning" based as it professes to ho and is as to its substantial provisions alono upon a law which was not in force at the timo it was made? 2d. The next position of tho ordinance applicable to this contract is that if it over had a legal existence it has been forfeited by lion compliance with its conditions.
