The bank of England is advertising money lo loan at 2 per cent., the low est figure ever named by that bank. Money is a drug all over the world. It suffers alike with the abundance which crowds other fields. It is one cf the anomalies of political economy that cheap money and cheap produce should go together. There is a sur feit all round. In times of speculation, money has commanded as high as 1 per cent per diem for call loans. Such a condition may occur again within a few months. Chicago brokers report money at 4 to 7 per cent, though they admit that loans are made on government securities at less than 4. There is probably a good deal of money out on call in various American cities at 1 to 3 ...

Speaking of our rfeiations with China, he says : There is a clause iu the Burliugarae treaty by which we ohligale ourselves to furnish China with engineers whenever China is ready to embark on a system of internal improvement That clause has been wholh inoper ative hitherto, because, since Bur lingarae's time, we have been repre sented in China by broken-down political hacks. The lhttcr is an insult to the living and a slander on the ded, and shows how utterly valueless is the opinion of the man -nlio made it. Broken down political hacks! Why the late B. P.
