In to-day's Republican will be found a declaration of some manly and sensible iviews by First Assiitamjt Postmaster-Gen eral BIatton upon the suljest of Federal hppointnents in general and in the South in particular. His position briefly stated, is that the party which is placed njni power by the votes of the people ought to administer the Qovernment through the agency of ipembers of that 'party.
