THE STRIKERS. Judge Heydon instances the wisdom of his judicial office and reflects the common sense of the. community when he declares, as he did in the engi neers' case the other day, that drastic measures shall be taken against strikers. Recourse to law- ' lessness has nothing to justify it in the present happy state of our industrial laws. Indeed, the workers' appeals to that law have resulted in all gain and no losses from the outset. Why any other means beyond the legal sphere should be employed baffles the comprehension. Surely the strike atti tude is not adopted to Impel public sympathy. And if strikes are not deliberately brought about for that purpose, then for Avhat? Surely not for gain: because every strike so far has resulted in a loss to the strikers. UNIMPROVED CAPITAL VALUE. The- question of what is actually meant by the term 'unimproved capital value,' has been open to dispute; and the N.S.W. Local Government Associa tion has now decided on a definition. At the last meeting it was decided that the definition be:— 'The unimproved capital value of land is the amount for which the fee simple estate in such land would sell under such reasonable conditions of sale as a bona-hde seller would require, assuming that the actual improvements, if any, had not- been made, but excluding therefrom improvements in the nature of filling, levelling, or otherwise, made by the present owner within 10 years prior to the date of valuation, for the purpose of: rendering such land better fitted for building or occupation.'

HOUSE INSPECTION. A firm of solicitors has petitioned Hunter's Mill Council (N.S.W.) to have an occupied house in spected on the grounds of its unhealthy condition. Some day we hope to see our suggestion of long standing adopted and all houses inspected prior to the entrance of a tenant and passed as worthy of habitation or otherwise. J alee the case ot a house known to be occupied by a consumptive family. When they vacate the premises the next tenant may go in next day. Who will say that the local council as the guardian, or supposed guardian, of public health, should not insist on a thorough fumigation and general clean ing up of the premises if considered necessary? N.S.W. LOCAL GOVERNMENT AMENDING BILL. Minister Griffith has been generally congratur lated on many of the clauses proposed for the Local Government' Amending Bill. The introduction of adult franchise has, however, met with natural opposition and he is being pointedly asked ho\\v he reconciles the clause with democracy.. Of course, he cannot, because it is right up against the basic principles of representative government. But he is apparently acting at the behest of the Trades Hall, and that evidently ends all argument so tar as a Labor Minister is concerned. If we must have no taxation without representation, conversely, there should be no representation without taxation ; otherwise a section is taxed for the benefit of the whole. And that is in the same category as autocracy, bureaucracy and such like political anathema. A N.S.W. L.G. Town Planning. JOHN GARLICK. Town Planning Association Council. A genius in his own particular sphere of useful ness is John Garlick, ol'licer-in-charge of the N.S.W. Local Government office, and prospective under secretary of the inevitable distinct department. lie knows the State backwards geographically, and has the difficulties — alleged and real — of local govern ment administrators off by heart. Just how he would bring the system to practical perfection if given a free hand, can only be imagined. But in view of political restrictions he makes the must of his present opportunities. If we mistake it not our friend drafted the Local Government Act, and the draft of the modern Building Act, now among various professional institutions, stands also to his credit. Away from office John Garlick is an elec trical, personality, ready to labor in the field of humanitarianism, as his connection with the Town Planning Association proves.

Here's liowi a report of a meeting of theAdelong Progress Association' (N.S.W.) terminates :— 'As to place of meeting,,. this question-found the house pretty evenly divided, and during a talk lasting an hour and 20 minutes,; the same motions and the same amendments were carried and negatived five times in succession. MUNICIPAL MOTOR-CARS. Lhe motor-car is becoming quite an institution in connection with modern municipal government, and Brisbane is adopting the fashion set, as far as Syd ney is concerned with 15 cars,' Melbourne with J.'{ and Adelaide with 11. The Brisbane City Coun cil has an order for special construction of a mag nificent car which will put nearly, everything else in the motor-car line in the city into the shade; a similar' car for the special use of the engineer was also recently purchased, and now the South Bris bane Council has got trie motor-car fever iii its incipient stage. The Mayor is. strongly of opinion that a muni cipal car could be kept fully employed, by the coun cil, and a lot of valuable time would be saved. As other' aldermen hold similar views the probabilities are that South Brisbane will soon have its own municipal motor-car, though meantime the Finance Committee, who have to provide the funds, are asked to report on the proposal. - . ? BALCONIES BANNED. Drummoyne Council (N.S.W.) has banned bal conies over ?' footpaths mainly on aesthetic grounds, although it Was also argued that the balconies tended to a reduction of the width of the streets. Alder man Simmons very truly said that blankets hung out to air on balconies — which were chiefly utilised as sleeping-out compartments — did not enhance the attractiveness of the suburb. Some .aldermen favored the balconies, but it was a case of civilisa tion versus barbarism, and the judgment of the majority of the council reflected the conditions of the age avc live in.

HOARDINGS. In all probability there will be a test case in the matter of the power of Sydney municipal councils to prevent hoardings being erected. Randwick Council, at a recent meeting, received a lawyer's letter to'^the effect that unless it consented to the issue of licences before a certain date action would be taken. By six votes to five the council decided to risk the verdict. As we have previously slated, the total abolition of hoardings is far too severe for this commercial age. What is wanted rather is a stricter censor ship. Hoardings can be made, artistic, confined to certain areas, and be still in keeping with civic icstheticism. To abolish the hoarding completely is as calamitous as to rule that it can be erected at random. ? * ?

The Minister for External Affairs (Mr. Glynn) has said that a great deal of Australian wood sent, to England for use in the Commonwealth building in the Strand, had been so favorably criticised by experts that additional quantities had been asked for. During the last week orders had been sent to the department for further supplies of special. classes of black wood from Bowral. Mr. ?Glynn 'added that one result of sending. Australian wood abroad had been to bring it prominently under the notice of those who might require it in large quantities later on, and already an increased demand for certain kinds had set in.
