Levi Stockiuudge, of the Massachusetts Agricultural College, who asks the pertinent question above, and answers it in the article which follows, is as competent to handle it as any of our agriculturists. Hardly a day passed during the Presidential campaif"! of last summer in which the Ti men did not charge that, the apprepriation bills of the last session of Con gres3 were merely electioneering documents, framed to mislead and elective the people. They were plausible lies utte:ed by Congress and sent abroad by its authority. They were intended to affect the Presidential election, by inducing the people to believe that the work of retrenchment had been seriously and honestly be sua.
