The General Effect of the Veto, The President's veto of the Army Bill fell like a very -wet blanket over the heat and enthusiasm of the majori ty in Congress-, in their haste to catch the Administration in a corner: The argument of the document was so un expected" and crushing that the entire host of the' Democratic party, gave on ly one universal howl of wrath and disappointment, and then scrambled away to shelter under the wing of the caucus. And now it has been deter, mined to abandon the " tacking" busi ness so far as the Army Bill is con cerned, to pass the appropriation, and to get through the political legislation in some other shape, at the same time making the usual declamations about " going toth country." This may be called back-dowff Xo.-1, and we anti cipate numbers 2, 3y &c. to follow in due season.
