But whom does it affect ? This is a pertinent question to those men who loudly profess sympathy for the middle and poor classes. It doe* 'not affect the rich. This is shown by the reports of all the savings banks of the State that I have seen, for the average amount of deposit by each depositor is comparatively a small sum, and it is the testimony of all who have connections with this c'ass of institutions that the majority of the dej-sitors are poor people, and that the larger por tion of deposits are the accumulations from wages. The effect of this law. then, is the more monstrous, in that it imposes an unjust burden upon those least able to bear it, and whom it would be more just to excuse from any ...

PARIS. — TEE WINTER RECEPTIONS— WOMEN AS MARTYRS. Political Incidents— Gam-etta's Speech A eonverßioa— Adulteration- Escape of a Nun. Paris, January 31, ISSI. Winter here has been playing us sue pranks that he has well nigh exhausted our patience. First it freezes, and we fall down, to sometimes break our limbs ; it snows ; immediately after it melts, and we wade through seas of mud ; it freezes again, the snow falls, and so on, a contin ual repetition of the same program me, th Paris— the beautiful, clean and coquettish Paris— has not had a chance in weeks to even clean her sidewalks or brighten up her cobblestones. Then this tight with old winter has proved a. costly war, for a whole army of recruits has been added to the regular regiments of street soldiers armed with spades and brooms. The sweeping away of the snow and mud since the o:h of January has occupied, on an average, 12,000 men each day. These 12,000 work men—an army— on an average, throw into the Seine 11,000 cubic met...

AGRICULTURAL. ■yy y?y!~. : ' MATTER PREPARED SPECIALLY FOR THE "RECORD - UfclON." The PhyUoxera Follow Exhaustion—Or ganization of Wheat-growers—. .'. Late-sown Wheat. In looking for the cause of the attack of phylloxera on the vineyards, *v_ think that exhaustion will generally be found one of the chief causes of the disease. Young and vig orous vines are seldom troubled with the presence and ravages of the insect, while old vines that have been cropped heavily and have not been nursed and manured with the ingredients that the grape demand for their production and maturity, are the ones among the roots of which to look for the phylloxera. Such is the lesson that nature teaches not only with reference to vines, but with reference to all the vegetable and even tbe animal kingdom. If we would follow the teachings of Nature a little' more closely in our searches after truth, in reference to all material matters at least, we should the more generally find what we seek. It is au in struc...
