The Mayor of Charleston has notified the agents of Northern steamers that he would not permit the landing of steerage passengers, unless the companies guaranteed their maintenance, if they became vagrants. Merchants have now goods on hand, but no new orders will be given to the North, except such as are indispensable. The Richmond Enquirer, in urging a State Convention says, that Gov.
