m COST OF ARBITRATION. A Significant Utterance. The financial statement presented at the half yearly meeting of the N.S.W. Master Builders' Association disclosed, among other things, that the 'cost of arbitration had increased from £174/2/3 to £23S/0/]0 Avithin the period under review. Mr. William Stuart said that the cost Avas very small to what, had yet to be incurred. He trusted that the Building Fund Avould not be drawn upon. It Avas never intended that it should be used for that purpose. 'It seems to me that this Association Avill have to recognise its position, its liabilities and its dues,' he continued. STONE CRUSHERS. At the meeting of Lillydalc Council on Monday, the engineer, Mr. H. Sinclair, recommended that as there Avas now no use for the stone crusher, which caused so much controversy some time ago, the council dispose of it, and purchase an efficient road roller. Councillors expressed the opinion that the crusher Avas a 'white elephant,' as it had been purchased with loan money and was costing £24 per annum in interest, while it Avas of no use whatever to the shire.. , . ' i It Avas decided to call tenders for the purchase of the machine. In order to expedite the supply of metal for road improvement in the shire a new' Hatfield stone crusher was purchased by the Heidelberg Council, and installed at Fairfield, where a plentiful supply of material is available. The success of previous movements of a similar character, has added zest to the present one, and it is remarkable with Avhat cool confidence the demand for union membership under penalty, practically, of starvation, is being made. The union in this case, like the others which acted similarly previously, knows that its policy has the tacit concurrence of the Government. And the fines risked in the strikes that arc resulting arc regarded as being 'all in the game.' It is cheap, at the price, in fact. INTERSTATE AND INTERNATIONAL COMMERCIAL ARBITRATION. The Sydney Chamber of Commerce, at a recent meeting, agreed : — 'That it is desirable for the Associated Cham bers of Commerce, in each State, to take into consideration the question of establishing in their respective States a tribunal for the settlement of ,. commercial disputes arising between merchants and traders in the different States, as well as between merchants and traders in the States and merchants in other countries.' 'That the Melbourne Chamber of Commerce be requested to prepare- a Avorking -scheme with a constitution and. rules, to be. submitted to all the Chambers of Commerce Associated.' The President writes to the effect that the work ing scheme will -be- forwarded to the various Cham bers of Commerce for consideration directly it has been prepared by the Melbourne Chamber.

INDUSTRIAL DISPUTES; At the Perth Conference of the Associated Cham bers of Commerce, the following motion was discussed : — 'That this conference considers that the present form of dealing with industrial disputes by Federal and State Arbitration Courts should be abolished and Wages Boards created in place thereof in all States, and a special Federal Court of Appeal pro vided tor it necessary.' An, amendment a* follows was carried : — 'That the question raised in the resolution sub mitted is so important, and the effects of legislation so far-reaching, that before suggesting any change the matter be referred to the various chambers for consideration and further report.' The Sydney Chamber has decided to invite an expression of opinion of the Employers' Federation on this subject.

'; At the recent conference between representatives of the Victorian Section of the Institute and the Victorian Institute of Municipal Engineers on the question of amalgamation, it was agreed that as a preliminary to any such movement that the mem bers of the former should join the latter. In other words, the decision was that the local body should absorb the State Section of the Fedei-al Institute. THE 44-HOUR BUSINESS. The 44-hour business — to give it its common appelation— is causing no end of trouble and incon venience in the building trade in N.S.W. This fact remains, although the Master Builders' Association worked out, an arrangement which is admirable in the circumstances. But the dislocating effect is there all ]the same, and.it'is pretty certain that it.is being relished least of all by the workers. No satisfactory settlement can accrue until uniformity is introduced one Avay or the other. The present position is that the builders' laborers* employed by. masters who were cited Avork the 44 hour week, and all other trades, being under the State award, work the '4S hours. The. latter arc now agitating for the shorter working week, but . have been informed by the Master Builders' Association .that the matter is one for the legislature, and, furthermore, -that the public had to be con sidered in so far as the increased cost of building is concerned.
