j GRANGE [Newspaper Article] — Ohio Farmer — 6 April 1907

j GRANGE TAX REFORM , ROAD SYSTEM , PARCELS-POST , ETC . The Central Farmers Institute o £ Columbiana Co ., O ., at its annual meeting , Feb . 15-16 , adopted the following resolutions , which I was instructed to forward to The Ohio Farmer for publication . —L . A . Mason . TAX REFORMS . The present tax laws of Ohio are the product of a hundred years of hit-or-miss plans to find new and additional sources of revenue to meet the increasing needs of the state . Not until very recently has there been any semblance of design or system in these plans , and the result has been an accumulation of Injustice and inequality as glaring as can be found in any state in the Union . The attorney general of Ohio has recently said : It is the unpopularity of taxation in any and every form which has produced the glaring inequalities that are to be found on every hand , for the temptation has ever been to tax those members of a community who would least complain , and to tax in those ways which would ...

EDITORIAL NOTES . [Newspaper Article] — Ohio Farmer — 6 April 1907

EDITORIAL NOTES . USE THE LOCAL PBEB 8 . The Brookville , O ., Star ( Montgomery Co . ) has a Grange column , which is conducted by Mr . J . W . Darrow , the enterprising press correspondent of the New York State Grange . It is not only helpful to the local granges , but Jt serves the more important purpose of attracting the interest of the farmers of that section who are not in The Grange , and who do not realize what they are missing by not being in it , and who do not appreciate how they are failing in their duty to themselves and their calling by not coming in and helping to secure the reforms that The Grange is working for . Bro . Darrows column is admirably calculated to open the eyes of such farmers to the opportunities and privileges . It tells them of the reforms and achievements , not only for agriculture but for the whole commonwealth as well , which The Grange has successfully pushed through—which is of course the strongest argument possible for the probable success of t...

DELAWARE CO ., N . Y . INSTITUTE . At the recent meeting of this institute , Prof . S . J . Preston of the Educational Department at Albany , spoke on the improvement of New York rural schools under contemplation , and we endorse every word of It . He said In brief : Our work is to improve the rural schools so that the country boys and girls will have just as good opportunities and just as good schools as the city boys and girls , and so keep them at home . We need expert supervisors ; the office of school commissioner will be abolished ; expert superintendents will have only a few schools to superIntend , and will devote their whole time to the work . There will be six such districts in some counties . The superintendent shall confer with the district trustee with regard to the books , etc . The result of this will be , agriculture will be taught In public schools ; school grounds will be planted to trees , shrubs , flowers , etc . ; we will have better school-houses with ample pla...

NOTES AND QUERIES . Ditch . —A owns a farm on the cast side of which runs a highway . A ditch passes through the highway with an outlet on As land . The ditch crosses the highway through a sewer pipe which has washed out and the dirt has closed up the outlet on A s land . Can the township trustees compel A to open up the ditch on his land so as to give an outlet ? Subscriber . —Revised Statutes . 4716 , gives the township trustees authority to direct the supervisor of roads to enter upon land adjoining such a ditch and open it up . but there does not seem to be any statute giving the trustees authority to compel the land owner to open it up . except by appropriate proceedings in a regularly constructed township ditch . — H . L . S . Township Trustees . —Can a township trustee present a petition for tiling a township ditch running through his own land , he being the one most benefited thereby ? J . B . K . Marion .
