Governments, especially the seven-thirties, suffered a considerable decline. The tendency for the time beiug is decidedly downward. The Comlag City Eleellouk The Union Club, at its meeting Saturday night last, paused a resolution recommending to the loyal men of the city to hold primary meetings in the different wards, at the usual places of assemblage, next Saturday night, and there and then nominate candidates for Council, and also, at the same time, to send up delegates to a city convention to be held at the Union headquarters next Saturday night week, the 8th of Dooember; the said convention being called to nominate candidates for the various municipal offices, to be voted for at the ensuing charter election. We need not enlarge, in this connection, upon the necessity and propriety of this recommendation by the Union club. It is in every way opportune and commendable, and we heartily endorse it.
