There is at present in the Hospital of the Charity a young non-commissioned officer, as ho would be called in England, who is undergoing treatment as a victim to opium smoking. The soldier, who is a man of education, has given a remarkable account of his experiences, as an opium smoker. He says that while in Tonkin, or Cochin China, one o£ the French gen­ erals caused an order to be issued against the use of the drug, and this very prohibi­ tion was tho means of making several iaentry opium smoking through curiosity. The non-commissioned officer went with some comrades to tho smoking saloon of a village. There a woman came to him and filled a long pipe with a small ball of what appeared to bo a thick brown syrup, made as consistent as wax. This the soldier was pressed to take, and, placing its bowl over a lamp which was alight, he inhaled what seemed to be tho fume...

HILL 'MAKES A OUT On Wheat Bates to Minneapolis— A Eailroad War Probable Cyclone Damage. How Secretary Lamar's Decision on Indemnity Lands Will Affect Dakota, Few Indemnity Lands In Dakota. BISMAECK, Aug. 19.—The United States land office at this place has received no 'official intimation of the decision of Sec­ retary Lamar on the indemnity l^nds of the Northern Pacific and other land grant roads in the west involving many mil­ lions of acres of valuable land, but ex­ pect the same in the usual routine of de­ partment correspondence. As Register Rea understands the sec­ retary's decision from the newspaper re­ ports, the Northern Pacific is not entitled to any indemnity lands in Dakota except in lieu of lands actually lost in Dakota. The loss in Dakota is small. It embraces old Fort Abercrombie, Fort Ransom, Fort Seward and our Fort Rice (56,000), and and must fall within 200,000 acres. Groat, general emigration agent of the Northern Pacific railroad, arrived in the city yesterday morning on liis re­ turn from Great Britain, where he has been for the past three months engaged in arranging an exhibit of the products of the country traversed by the Northern Pacific railroad, for display at the Amer­ ican exhibition at London. The exhibit is attracting a good deal of attention from well informed farmers in good cir­ cumstances who are looking for new homes by reason of the unsatisfactory condition of the agricultural situation in Great Britain at present, in consequence of the cheapness at which grains are pro­ duced in the United States.
