President of the N.S.W. Town Planning Association, has carried the light to Bathurst, Katoomba. ' Newcastle, and Lithgow. NORTH SYDNEY'S PLIGHT. North Sydney ratepayers were understood to have elected a reform council at the last poll. And so conscious were they of it all that a resident was easily distinguished from the less enterprising suburbanite by the 'watch-me' air affected. But somehow or other ..things have gone ...wrong. 'Reform' has been delayed in the post, miscarried, or posted in the wrong pillar box. Anyhow it hasn t arrived and the North Sydney ratepayer finds that he cannot produce any documentary evidence justifying his claim to governance by a reform council. . A storm water channel was in course of construction and rows of piles were being sunk for some purpose. 44 HOURS OR 48? As comparatively few N.S.W. master builders were cited, only a small section of the builders' laborers are enjoying the privileges of Judge Higgins' Federal award. The anticipated rumpus among the laborers 'suffering' the State award has not materialised. Masters working the 48-hour week at the lower rate of oav are exneriencinp- no difficulty in securing men. A laborer recently walked on to a job and was .about to accept em ployment when he paused. 'Wait a bit,' he said, ''what award?' 'State,' answered the builder. 'Righto,' rejoined the man as he slouched away seemingly quite content to seek a 'cited' builder. Both were satisfied.

MASTER BUILDERS' FINANCES. When the half-yearly financial statement was under consideration, at the meeting of the N.S.W. Master Builders' Association, last week, Mr. E. I-L Buchanan said that the lessening in revenue was disappointing. He pointed to the fact that the amount Avas £15 less than previously. . The Secretary: It means that three members less have paid their subscriptions to date than last year. Air. Buchanan then referred to the amount of subscriptions outstanding, and characterised the fact as a reflection on the Association. He assured members that the work done for the money paid was gigantic. Master builders had got through for ten times less than it had cost others. (Hear, hear.) The fact was a tribute to the manner in which the Association did its work. (Hear, hear.)

Master Builders' Association, approving of F. Garvan Knox as a recognised quantity surveyor for two years, and recommending that Mr. F. M. 'Hocking be placed on the list of approved quantity surveyors for a period of two years. Mr. Win. Stuart said he would have been inclined had he had a say in the selection to have considered whether there were- not . residents of the State equally well qualified for the post as the gentleman chosen. Instead the Joint Committee had simply waited with open arms for new arrivals. He pointed out that the position was one of the best in the Association's power to give, and that it was worth thousands a year He had no prejudice against newcomers. That is saying a good deal when the numerous and various calamities are ranged up in mental vision. ?-?'.?But the indications are that way, in the opinion of those qualified to pass judgment. To beerin with the building- has been quite charac teristically planked down in the centre of an avenue recommended by the City of Sydney Improvement Committee. Eventually it will have to be pulled down and, perhaps, sooner than is just now imagined. Next, the 'speed' of the construction is woeful and awful, and an example of the fine minimum to which the Government stroke can be reduced.
