Governor Ilolden, of Nortb Carolina, lias entered upon his duties, and ap pointed a Secretary and Treasurer of State and other officers. It is expected that he will aooo call a Stato Conven tion. The Trctident baa issued a proolama lion appointing Judge William L. Fharkey Provisional Governor of Mis sissippi, and directing tho Treasury and I'ostoffice Departments to make the necescarj appointments and regulations for the resumption of national authori ty over tho Stato. The President has also issued a proc lamation removing all restrictions on trade in Tennessee, and also with Southern ports, except in goods contra band of war. President Johnson has followed his order removing trado restrictions, cx crpt on goods contraband of war, east of the Mississippi, with a similar order covering the country west of tho Mis sissippi.
