COMMONWEALTH OFFICE IN LONDON. A SUBSIDISED NEWS SERVICE. (By Telegraph.) MELBOURNE, July 18. It was ascertained to-night that Sir W. J. Lyne's proposal to exercise tho option ho obtained In London over a site In the Strand for the Common wealth offices had not met with tho approval of the Cabinet. The option expires on Saturday, and It will, it la understood, be allowed to lapse. Sir W. J. Lyne's scheme to subsidise a news service, so that English papers may be plentifully supplied with Aus tralian news does not commend Itself to the Cabinet generally, fear being expressed that such a service would bo looked upon with suspicion by the public as possibly being biassed bythr Government. It has been suggested to Mr Chapman that a much better way ot procuring publicity for Aus tralia would be to bring about a re duction of rates for press cables by tho Pacific route.
