fHE ARIZONA SILVER BELT OFFICIAL PArEE OT GILA COEXTY. Saturday, March 2, 1889. THE LICLXSC Ql'ESTIOST. We bavo been favored by C. R Drake, president ef the Council, witb copies of a number of bills now pend ing before.tho Territorial legislature, among which is one regulating license on wines, distilled or malt liquors. It enacts that venders of the same who sell in quantities ef one quart and up wards shall pay a tax ef thirty dollars per quarter, and those who shall sell or dispese of the same in less quanti ties than one quart shall pay a license ef one hundred and fifty dollars per quarter, or sis hundred dollars per annum. The most apparent fault m the bill. in &ar opinion, and which should ufr terly condemn it, is' the discrepancy between the license imposed upon dealers in quantities of ono quart and upwards and that exacted of retailers. Obviously, the operation of the law would be to close a majority of the saleons and transfer the traffic to ''quart houses" which woul...
