The movement for the abolition of capitil puoUlimi-iit, which a few years ago threatened to prove successful in every civilized State, has met with a set back not only in this country but all over Europe. Two of the Swiss cantons which had swept the death !enalty from their judicial system re-adopted it within the past few weeks, and it is more than likely that the others will speedily follow their example. In Belgium the refusal of the present Monarch to the signing of deatb-warrants is the only obstacle to its infliction, and his obstinacy on this point is being more and more "sharply criti cized, the Pcltzer murder having espe cially irritated the public. In France but few executions have taken place since M. (irevy'a accession to the Presi dency, and the complaint is general that murders are vastly more frejuent in couscuence.
