The following is the news by the overland mail to-day: ST. LOUIS, Feb. 23. —The telegraph lines east of this city have been out of order for a couple of days, and consequently have little news and none of importance. Whatlittle was received last came by way of Montreal. The weather has been very inclement, interfering materially with the ceremonies of the 22d, Washington's birth day. What Congressional proceedings we have arc wholly devoid of interest. In the domestic markets there is no change worthy of special note. They were 13 days on the open sea, and suffered intensely. They were picked up by steamer Haitimore. By the arrival of the brig Hero, we have dates from Honolulu to February 16th. No news of importance. The King's birth-dav was celebrated on the 9th Feb.

A petition for n Bulkhead at San Francisco, signed by eight thousand persons, including about half of the Front street merchants, was presented in the Senate, this morning. Act to allow certain counties to apply the State's proportion of poll taxes and foreign miners' tax to wagon road purposes, was discussed at great length and defnated. The Assembly passed the bill for a Constitutional Convention, by a large majority. An earthquake shock was experienced here at quarter past 11 o'clock to-day. It shook the house* and created considerable alarm. THE STATE CONTBOLLKIISIIIP. —The Supreme Court, yesterday, rendered an opinion in the case ot Samuel 11. Brooks against A. R. Melony. Brooks brought, suit, to eject Melony from the office of Controller on the authority of tha people who elected him last Fall, but the latter claimed the right to hold over for two years from lus elcctiou in September, 1858.
