FRIDAY MORNING, MARCH 22, 1850 rrrf>et'« Powers. Tho duties of the Prefect of tho Pueblo of San Francisco, m understood by Horace Hawes, Esq., must bo fearfully onerous and proportionably ro« jponsiblo. "I am myself alone," scorns to bo : Ml motto, "listen, tromblo and oboy," hi» mandate. Unquestionably Mr. Howes is deeply versed in tho law and is as erudite as any law-giver in the land. He has pondered and pondered over tho requirements of his office, and ovfty day arakoncd to some new and astonishing knowledge of tho extent of his power. It would not oxcito our surprise at all to hear of his walking down to tho capital, leading our highly esteeme...
