The Advances for Homes Act (N.S.AV.),- Avhich came into operation recently, does not appear to me to be of much use to the struggling man desirous of avoiding, as soon as possible, the payment of rent (comments a correspondent). The repay ments are fair enough, but to obtain an advance of £:-00, which would be about the sum necessary nowadays to build a house large . enough for a family, an applicant needs to own land Avorth £.100 or be in possession of cash to that amount. When AValtcr Burle-y Griffin, Federal Director of Design and Construction, returned from Chicago recently, lie brought with him plans and particulars of the labor saving devices that have been used successfully in the Chicago Post Office, which is considered to be one of the most, up-to-date institu tions of its kind in the world. N.S.W. HEALTH INSPECTORS' PAY. The N.S.W. Health Inspectors' Society is approaching, the Local Government Association with a view to securing an award relating to em ployment. The Committee of the Association decided to ask the associated municipalities whether they would agree to the Committee conferring with the Inspectors' Society. .The inspectors suggest that salaries should run from £225 per annum where the population is over #000 and under J5000, to £-100 where the population is over .25,000. Board of Health ? inspectors in Sydney, it is suggested, should be paid £.'J88, and other officials up to £(500. It is furt.her proposed that in districts outside the ' metropolitan police district, inspectors should be allowed 10/- weekly and £100 extra in country towns where the Water and Sewerage Act is ad- . ministered by the local authority. 'THE AMATEUR COUNCILLOR.' The attitude of Alderman O'Meara toward the introduction of electricity into Kempsey (N.S.W.) led us to refer to him in a recent paragraph as 'the amateur councillor.' This was reprinted by the 'Macleay Argus,' which added an editorial com ment to the effect that the alderman was entitled to his conscientious convictions ; which was correct. However, we notice that in a recent leading article, the paper refers to Alderman O'Meara as 'vacillating,' and further describes him as cutting 'a sorry figure.' The question is whether a coun cil chamber is the proper place for 'cutting sorry figures,' and if Kempsey ratepayers would rather have, administratively speaking, a tango expert or a progressive representative.

BRISBANE BUILDING BY-LAWS. The Brisbane City building by-laws, as revised by the City Council, have been submitted to the Master Builders' Association, the Institute of Architects, the Institute of Engineers, the Fire Underwriters' Association, and the superintendent of the Brisbane Fire Brigade, and such additions and amendments as have been suggested have been embodied in the by-laws as far as appears to be desirable. The complete draft will receive further consideration at the next council meeting. One of the resolutions adopted at the recent con ference of Queensland local authorities, was that the scales, used by the Railway Department should be tested in accordance with- law. Since the Govern ment withdrew th'e subsidy the local governing bodies have not 'played speaks' with it or any of its institutions.
