ANOTHER SEA RESCUE YOUTH AND TWO GIRLS AT FRANKSTON   The rescue by the S.S. "Otranto" of two me in the Bay, on Monday morning, was not the only save of foolhardy people who ventured out against the strong off-shore wind on Sunday.         On Sunday afternoon, Messrs. M. McCluskey and M. Avaid, both of Frankston. and employees of Eckberg's Timber Yards, had just "given away" the idea of further fishing in their motor -boat, under the "blow" conditions, when they saw a rowing boat in evident dis-   tress, about two miiles out from Frankston. They immediately   hastened out in their motor boat, and when half a mile from the boat, picked up an exhausted youth who was attempting to swim to the shore for help. They then raced to the rowing boat, about two miles out from shore and were in time to pick up two very frightened young girls, who were in a dangerous plight be- fore their rescurers' arrive...
