Tun New York language club, re cently discussed the superfluous words used in English rhetoric David Dudley Field began with the constitution of the United States, which, he said, contained two fla grant instauces. One was in the clause that contained the words that the president should appoint "by and with the advice and consent o the senate." If the senate advised an appointment, Mr. Field said, that im plied their consent to it. The power of congress to pass all "necessary and proper' laws, for if the law3 were necessary they were, of course, proper. Mr. i leiu dwelt regretiuiiy upon the failure of the legislature to pass his code doing away with superfluous words in legal docu inonts. In the ordinary deed trans fer, he said, there were 950 words, of whioh 860 were superfluous. In the ordinary mortgage form there were 3,500, of which 1,240 w...
