The Philadelphia American has a ' well considered article on the deficiencies of onr - present Federal revenue ? system. It polDtB out a fact that ali observing men have seen for themselves, via: that the productive industries of the country bear too heavy a portion of the taxes and the consumption of luxuries too little. Another deficiency is that honest and eonsolentious men, who return their revenues correctly, even to the uttermost farthing, are oppresssed with taxes, while less honest persons escape from their just share of the public burden. The law needs apeolal amendment in this last particular. The Atyygritan affirms that the " taxes are not properly enforced in any section of the country." Swann has not succeeded in his purpose to thwart the will of the U nion people,bnt has been obliged N to compromise at a heavy discount on his original programme. The really important features of the election are to go before the Legislature of Maryland and the United States Congress; that is, the votes cast for State officers are to be referred to the former, and those cast for members of Congress to the latter. We have sufficient returns to enable us to announce tho following general results: Massachusetts has given the next' thing to a unanimous Union vote. Of course nothing else waa expected. New York gives us an uncertain majority of five or eight thousand. This, like Merculio's cat, will do, considering Hoffman's imtnbnae majority in the city. New Jersey has given an increased Union vote, and is now fairly on the right side. A gain of two Congressmen ia announced. Best of all, that intense copperhead, Rogers, is beaten. Delaware and Maryland are against us, by what figures we are not informed.? Michigan gives us 25/000 majority, a very large gain, and an unbroken congressional delegation. Illinois ia reported at 40,000 majority on the Union State ticket, with the congressional delegation unchanged. Wisconsin is largely Union and...
