AUGUST 1986 SACH8E SENTINEL Page 19 Increased Hunting License Fees Announced Resident and non-resident Texas hunting licenses will cost more in 1985-86 as a result of action by the Texas Parks and Wildlife Commission. Commission Chairman Ed Cox Jr. said the commission members all regretted having to raise license fees, but additional revenue is required to maintain Parks and Wildlife Depart- ment functions during the coming year. The most dramatic increases were for nonresident hunting licenses, with the general nonresident license price raised from $100.75 to $200 and the nonresident small game license from the current $37.75 to $75. Staff members told the commission that the increased fees bring the cost of Texas nonresident licenses more in line with those in other states, and especial- ly those states which provide the bulk of hunters visiting Texat; *- All the increases will be effective Sept. 1, 1985. Licenses for the 1985-86 seasons will be available from depart- ment offices...

P 0« 18 SACH6E SENTINEL AUGUST 1986 Sabin's Lifelong Battle Against Polio A 1931 polio epidemic in New York City changed the course of history. Dr. Albert B. Sabin had just received his medical degree from New York University and was al- ready engaged in biomedical research. The city's crisis prompted him to begin a life- long battle against polio. For 24 years, this battle took place in the laboratory where Sabin painstakingly bred the virulence out of polio viruses to develop a unique vaccine. His oral, live-virus vaccine could not only im- munize those who received it but also spread the protection to others. Sabin has said of himself: Tm not like the scientist who quits when he gets the knowl- edge. Fm concerned with human welfare. I've got to go from the beginning to the end." When distribution was stalled in official channels, Sabin set out on a series of international missions to per- suade health officials to use his vaccine in mass immuni- zation programs. Finally, in the 1...

AUGUST 1086 SACHSE SENTINEL Page 28 1985 Texas Legislature The 69th Texas Legislature adjourned at midnight. May 27th, following a somber 140-day session dominated by concerns over the state's faltering economy and problems with making budgetary ends meet without a tax increase. That there were few notable winners or losers on major issues during the 1985 session was indicative of legislators' general preference for the status quo. One unusual departure from this prevailing attitude involved passage of a mandatory seat belt law, which in effect was mandated by federal regulations, and another measure increasing the minimum drink- ing age from 19 to 21, again because of federal requirements. The following summary indicates the total number of bills introduced versus ihose pass- ed by the 1985 Legislature. § Senate Bills House Bills Constitutional Amendments Introduced Passed 1,497 470 2,524 553 130 J6 4,151 1 ,039 Listed are a few that pertain to cities. By hearing and strictly enforcing truancy cases biweekly over the past 2Vi years, the Court was able to raise GISD average daily attendance to an all- time high to increase state funding over $258,700.00. Also saving us money has been the 98% annual increase of state and county deposits to make our local Justice of the Peace Court self-sustaining for the first time. During the past 2Vi years, while cases filed increased by 21%, over $672,032.00 has been deposited with the state and county. At the same time, 4760 civil cases were disposed of on the average of 30 days after service of citation and 7666 criminal cases were disposed of on the average of 14 days after execution of the warrant. So far in 1985, a 98% disposal rate of civil cases filed ha...
