Railways, Not Ripe for Federation. The Convention at a very early stage made up its mind that the time was not ripe for the complete federation of the railways. In this they are undoubtedly supported by public opinion in all the colonies, In the first place, the railways are the chief instrument in the dlevelopment of the lands, and the full control of their lands and their land pollcies is one of the most Important rights which are reserved to the States, Each colony would be jealous of any interference with its absolute inde pendence in the matter of land policy; and would insist on retaining full power, not only of building now lines, but of working existing lines In the interests of settlement and development.
