The Penal System In Victoria. Mb. Justice Williams, in sentencing a I prisoner found guilty of larceny from the | person at Eohuca, acousedthe Government i of assisting to manufacture criminals. His Honor remarked that the prisoner was j a young man who did not look like a orim ' inal. He was therefore loth to send him to gaol where he would herd with criminals. There were gaols at ' Beechworth, Castle maine, and Ararat whioh were never nued, and he thought one of these could be spared for the reception of ! prisoners' likely to be oontaminatea by contaot ..with hardened : criminals 'in' Pentridge, ' Sandhurst, and Ballarat gaols. He had made representa tions to the Government on the subjeot,. but they refused to have a gaol eet apart for prisoners who were not thorough crim inals. TJndeb the above heading, in our last issue, we drew attention to an exhibition of sugar cane and husk mats, shown by Mr. John See, Member for Grafton, in tne lobby of the House of Assembly, and, in accordance with a promise then made, we herewith give a rough outline of what may be done in the manufacture' of useful ' articles for home uise as well -'as -for market, out of what is so often burned or thrown away — corn husks. It is a fact ;known to most farmers and many other's, ' especially in outlying districts, that corn husks when simply stripped into shreds and_ dried make soft, wholesome beds and cushions ; and a very simple way of doing this isto arrange a single row of teeth or blades in a heavy board or blook so that tho husks may be drawn across them iu handfuls and slit into shreds from a quarter, to half. an inch, in width.
