HOME VALUATION. As wo expected, tho Patriot quotes tlio lying British organ nt Washington, to provo that section 8 of tho now TatiH' provides for a homo valuation. In illustration, it takes n ton of iron costing $20 in Liverpool, which it calls tho foreign ninrhot price. To this, in accordance tcith the act of 181Q, n recti acted in the new act, aro added freight and commis sion, making tho cost in Now-York $23 JiO, on which tho duty Is cast. Win tins, snys tho Union, is home valuation ! This is a sheer pleco of de ception. Tho act of 1812 required that to tho for eign cost should bo added freight and commission to find tho dutiable valuo : but Mr. Clay or no oth er man ever called that homo valuation. Tho Pat riot sees this difficulty, and confesses that "a ptiro homo valuation" must include cost, freight, com missions, duty and profit all which is true as lar as it goes: but a "puro humo valuation" is a valu ation of tho real worth of tho article here, without reference to its cos...
