THE IWTELtil&ENCEB. ' THURSDAY MORNING, DECEMBER 29, 1853. With the general tenor of the remarks cf our correspondent, in another coluirn, we are pleased. What he says of the gcnerul and reckless current of State legislation, in matters of appropriation, is a "home truth" which strikes diiectly it the "pocket nerre" of the tax-payers, not only of Vir ginia but of most other Slates. But, while we willingly acknowledge the potency of suoh names as Say and Macaulay, we oannot admit the appli cability of their remarks to all States and localities. They formed their op:nions from observation upon thickly populated countries and wl.ete the land owners were the wealthy sons of manorial proprie tors of centuries. Their wealth then, and the cer tainty of profit, would constitute a sufficient in ducement for them to embark in such enterprises, and all must admit that private enterprises are managed mnch more prudently tl an public on<-s.
