State Comptroller Bob Bullock last month published bingo rule changes aimed at giving charities a greater amount of proceeds from bingo games and providing for better accountability. "I thought that both Sen. Ike Harris and Rep. Lloyd Criss did an excellent job of writing the bingo bill, and I was sorry to see it die on the last day of the session during the logjam. But these rules incorporate part of the reform provisions, and fill the bill pretty effec- tively," Bullock said. The new rules require each bingo organization to devote at least 55 per- cent of its adjusted gross receipts to charity, the same key provision of the bingo reform bill that died, Bullock pointed out. Mayor Anderson explained about the planned election for a replacement for the council seat of Bill Stewart. He said that they were not very well versed in laws covering the election and the earliest an election for a council seat replacement would be August 17, 1985, so the council would appoint a replace- ment. Bill Grant was appointed to serve out the remainder of Bill Stewart's term. The vote was 4 - 0. Anderson swore in Grant as a councilmember. Rosanne Burgess was introduced as librarian, replacing Sally Koch who resigned last month. Mrs. Ruth Frank- lin was appointed to the Library Board.
