Qbseryatory, dated February 14, 1941:— ?fyhe test for the reality of the cycle involves a certain amount of repetition of the season of 1870, but the modifications are ?as yet difficult of decision, so we can only quote what took place in 1870 as a guide. In that year it was stormy at times during the latter days of 'February, but March was wet more or less right through and the floods were high and general and reached the south mainly after the middle of the month.
