The comparison of the return for the year end ing with the 31st of March in this year, with the corresponding year ending on the same day m 1872, is, however, valueless without special scrutiny, because the changes conse quent on the alteration of the tariff in 1871 disturb the balance, and render the two years incnmmensnrahJfi TJiic wr/iul^ nr-»- ha nr^-nt-U while pointing out were it not that the journals which used to make every thing so gloomy, but now throw a rose tint on governmental doings, have adopted the fallacious year-test as the warrant for their jubilation. Another and perhaps better test is afforded by a com parison of the first nine months of each of the last two financial years. The revenue for the first nine months of 1871-2 was £2,775,462, and for the first nine months of the present financial year it is £2,812,961, showing an increase of only £37,498....
