The Powers and China. [Newspaper Article] — Robertson Advocate — 24 June 1898

The Powers and China. London, Monday.— The intention of Russia to absolutely exclude foreign ers from her recent acquisitions in th-* uerth of China has again been demon strated. A rrqutst-, was made that docking facilities fheuld be given at Port Arthur fer the new Chinese cruisers which have been obtained ' from Geisoaiiy. M. Pavloff, the Russian Minister at Pekin, replied that only those Chinese warships the foreign officers of which were exclusively Bastion, could be ad Kitted to- tbe port. The Chinese Government has in creased the grant to the Imperial Cus tom's Department; tbns enabling Sir Rotert Hart, the Inspeetor-Gepeialof CuBtoms, to losne double silver pay for the foreigner* employed on the indoor staff, and an increase of two-thirds for the out-door officials.
