A Continuation of President Potts' Questions and Answers. Question-What are Cotton Exchanges? Answer-They are organiza tions of cotton buyers and cotton speculators or gamblers. The class of people who belong to them do not produce cotton, neither do they spin, but they exert a very powerful influence on the the price and that influence is nearly always used against the price and proves a very great hardship on the legitimate grower and tiller of the soil. Question-What are Cotton Exchanges mainly organised for? Answer-For the enrichment of their members, it being a fact that some members have paid as high as $25,000 for a seat on the iSoor of a Cotton Exchange. Congressma Aeea . t Pe a sylvania Has Good Words ir Our State. Conressman Acheson, of Penan sylvania, who was a member of the congressional party that re cently visited Louisiana, has given an interview to the Washington, Pa., Observer, ili whio' he speaks most optimistically of Louisians. Mr. Acheson points out that the lowlands of Louisiana will eventually be reclaimed and made to "blossom as thie rose." He states also that Louisiana could be made to su.tain a population equal to that of Holland which has 500 people to thetluare mile. Regarding Louisiania generally the congressman says: "Louisiana has a matchles_ system of waterways. Its rivers and bayous, which are navigable, have a length of over 5,000 miles and reach all save three of its 58 parishes which correspond to'our counties. By the cutting of canals which can be done at a small cost on account of the alluvial soil, a vast net work of interlacing #aterways can be created.
