The Miner as Peace Keeper. To see the dusky collier as the Angel of Peace is quite a new view. M. Emile Lewy, the energetic Belgian coal master, in a pamphlet just issued, shows con clusively that after the diplomat ists have said their last word it is for the miner to say whether or not there shall be war. Without coal and iron the whole of our modern armaments would come to standstill, and as it is the miner who supplies these it goes without saying that a universal refusal on the part of the miners to supply them would mean that no war could go on It is in connection with his great and far-reaching scheme for the regulation of the output of coal that Mr. Lewy pro pounds this remarkable theory.
