If tho intention of the Milling Act, and tlie complicated regulations which accompany it, together with the cum brous machinery called into existence to carry out its provisions, be to crip pie the mining industry, and furnish victims for the Supreme Court and the -fleecing operation of the legal harpies which infest it, then the Act is admir ably conoeived and calculated to hear abundant fruit.
