[ from the Ktakaskta Democrat . ] To James Clyman and Stephen Handy , Commissioners to locate a Road from a point opposite Vincennes to Chicago . BELLEVILLE , 10 th Nov . 1831 . Gentlemen : On yesterday I received your letter of the 25 th October last , requesting me to inform you if it be necessary to apply to the Indian Agent for permission to establish the road from Vincennes to Chicago , over the territory claimed by the Indians ? I am clearly of opinion , the State of Illinois , like other stales , pnsesses the constilutionalpower to establish roads in any part of ike state , where the public good may require them . The jurisdiction and severeignt v of the State , must , of necessity , be co-extensive with the limits of the State , and no Indian claim to territory , or other claim , can be interposed to • inie from the constitutional exercise of ite sovereignty . This opinion is contained in the address which 1 luid the honor of delivering to the last General Assembly of this...
