SUPPLEMENT. ADDRESS OF JUDGE WILLIAM H. WEST, Delivered at Bellefontaine September 18. Fklix)W Citizens awd Nkighbobs: The opposing forces oi the political antagonist ara again in the field. The iseues between tbem are made up, and the point of substantial difference sharply defined. la the declaration-of August there is much which, if rightl apprehended and applied, is very good; but I ftyir that it is employed as meal for the concealment of the cat. COST OF THE GOVERNMENT. Misrepresentations of the "Independent" Press. It is well known that concealment of the con dition of public affairs is no part -of the policy of the Republican administration. The Presi dent and his Cabinet and the Congress of the Tnited States hare always invited a rigid scru tiny of their official transactions. A fair and honest criti cism is always productive of (rood results, while a perversion of facts invariably in the end defeats the unworthy objects sought to be ob tained. , That ably-written journal, the New York Tribune, under the title of "The Cost of the Gov ernment," published, on the 14th of August last, a series of tables professing to exhibit an impar tial view of the disbursements of the different departments of the ...
