V. o LJ THE INDIANAPOLIS JOURNAL, FRIDAY, JANUARY 19, 1900. Senate committee on claims and Senator Money thinks the outlook very good for favorable action. Most of the claims are held In the Southern States. It Is authoritatively stated that there Is no difference whatever between the gov crnments of the United States and Great Britain 2. to the legal aspects of the re cent seizure of goods In vessels off Del agoa bay. The British government has ad mitted without reserve that these goods were not liable to seizure. That has given complete satisfaction to the State De partment. It dws not follow that the de triment accepts as binding the view of the British government as to the condi tions under which flour and foodstuffs may become contraband, but the department prefers to follow the usual rule of Inter rational law and avoid passing on hypo thetical cases, contenting itself with the full acceptance of its views by the Brit ish government In the present instance. For an hour to day Mr. Wellington occupied the atten- tlon of the Senate, continuing the debate on the Philippine question. He took as his text the resolution he Introduced last Tuesday, declaring that the Unlied States should not take permanent possession of the archipelago, but, after subduing the Insurrection which he sincerely deplored should confer on the Filipinos the right to govern themselves, affording them such protection, as they might need.
