HORSE THIEF.—A Mexican was arrested, yesterday, for horse stealing, by direction of the Sheriff of Tehama county, and was taken away by said functionary for trial in the county were the offense was committed. ON A VISIT TO HIS PATRONS. —Charles Heidseick, the champagne maker, is on a visit to Washington. He feels disposed to draw near to his guzzling patrons. Shall the Democratic Horse Walk Over the Track 1 It is by continually contesting, in the name and for the sake of principles, that whatever of integrity and purity that attaches to our Republican form of government, is maintained. To let one party assume sole contfol in the management of public affairs, would be to blindly submit the reins of government to the hands , of a class that would eventually usurp the power of a people completely, ajul establish an oligarchy in lieu of a pure democracy. While the dominant party of our State is the Democracy, yet it is obliged, in self-defence, to avoid certain abuses of its position. But we did not begin this as a homily upon political economy, nor as a lecture upon the science #f government, but just by way of saying something that will induce more activity on the part of the elements of opposition to the Democracy. Democratic City Convention. We didn't arrive at the Court House in time to see the opening of the Convention, last night, but we got there early enough to see more fun than one Convention ought to afford. Uncle Jonas, the ex-boss of the chain-gang, was in the chair. John McQuade was fulminating about the manner of voting, and Uncle Jonas sat in his high old seat, blushing under his weight of honors and sweating like a nigger under oath. After awhile, McQuade got through, and the business of the Convention was begun by somebody's nominating Levi Hite for Mayor. Jonas —Chairman Jonas—got an idea of what was going on, and finally put the question to vote. EDITOR APPEAL: —The Senate, to-diy, hits not made its nets of that momentous interest which will make the 13th of March a marked anniversary for future reference and observation ; indeed, neither house ot the Legislature has impressed the public mind with a startling remembrance. Yet something has been done, and as appears below, notes have been made of the doings. On motion of Senator Merritt, the bill providing for the construction of a State Capitol at Sacramento, was made the special order for Thursday, at 12 o'clock. It should seem that the San Francisco Capitol fever has exhausted itself, and the result of convalescence is in the favor of Sacramento. Our citizens can advocate the building of a Capitol and breathe freely the while.
