Mayor's Message. The "Times" of yesterday morning contained a message from Mayor Bigelow, which he sent to the Common Council at their last regular meeting. The Mayor urges upon the Council the necessity of placing .he levee immediately under contract. At most there can be only three months in which to complete the work, before another rainy season sets in. A very large immigration will soon be in our midst, and labor in abundance can be procured, if the work is under contract. The immediate organiz ition of a fire department is recommended, to be composed of hook, ladder and engine companies. He shows the necessity of an appropriation for clearing the streets of all vegetable and other matter offensive and dangerous to the health of the citizens. He recommends the clearing of the public square, between I and J, and Ninth and Tenth streets, and nuch others as may be within the limits of the improved part of the city.
