Ijondon.—The headquarters bf the Belgian government were transferred Tuesday to Havre. With the excep- tion of King Albert, who remained at the head of the army, and the min- ister of war, the members of the cab- inet, with the other government offi- cials and the diplomatic corps, left Ostend by steamer for the French port, where they will carry on the affairs of state and where hospitality lias been offered them by the French government. This is the third move of the Bel- gian capital since the Germans sil- enced the forts of Liege. The gov- ernment first moved from Brussels to Antwerp, thence to Ostend and now across the line to Havre. To Occupy All Belgium.
