Although exclusively composed of those who Itave been in the military or naval service of the country, it is not a military organisation, or has it any other than a political object. It is not a secret or oath-bound society. Its plana and purposes are published to the world. Nothing is concealed, nothing ia withheld from the public tye. By many it is thought to be an organization eimiiar in character to the lirand Army ot the Republic, but in antagonism to its partisan objects.
