"War prepara tions, however, are not discontinued and it is thought in many quarters that until an actual settlement of pending questions is made, hostilities are lia ble to break out The effect that such a war would have upon trade, especially in this country, is receiv ing a great deal of consideration. Until the millennium men will always consider what profit they can make out of war. It is probable that the number is as large as that of any pre vious winter. It is distressing to think of the many losses placed un der this class, especially in these en lightened times when so many inven tions looking to the safety of human life have been brought forward and have proved to be of great value. Life preservers of every kind and form of construction are used on ships. Even the mattress in the berths and seats upon deck can be turned into life preservers. Life boats and life-rafts without number testify to the ingenuity of man in providing means of saving life in case of disaster at sea. These are not to be considered lightly, for they are part of the necessary equipment of sea going vessels and have proved instrumental in saving hun dreds of imperilled lives. April 16th contains the following article, which is of much interest to packers and dealers in canned goods. The New York law referred to has, we believe, been passed by the legislature of that state. Without endorsing the views ex pressed below we publish them as indicative of Eastern feeling in a matter that concerns alike the salm on canners of the Columbia and the fruit canners of Califernia: "There is not a packer of canned goods in the United States to-day, who intends remaining in the busi ness, who is not directly interested in the changes that are taking place and in watching others that are rapidly developing. The disturbed condition of affairs in Europe has evolved a new idea in the functions of government A war between England and Eussia would tell heavily on the carrying trade now enjoyed by the former. Kussian cruis ers could not all at once be swept from the seas. They would fall in unexpected places on richly-laden merchantmen, sailing to all parts of the world. The effect would be to transfer a large part of the carrying trade to some neutral nation. There is no na tion competent to pick up the busi ness but the United States. The other nations of Europe have neither the enterprise nor means to enter largely into it. Besides some of them, in the event of a war, are likely to be come involved themselves. TnE depression in American busi ness is not due to anything in the shipping and ocean transportation, for it exists in England, where there is an unprecedented extension of the merchant marine, just as severely or even more so than in this country, where for many years our merchant marine has been gradually declining. Xor yet is it caused by failure of crops, or by wars or .famines in any part of the world. The crops have been generally good for several years, and no wars or famines of any ac count have existed. Yet we say in a general way that the depression is the result of over production; that is to say, of spend ing money and labor in ways that are not profitable and that give no return. In order to obtain a clear view of the whole subject we would doubtless have to go to each country, and in quire in what the over-produotion there consists.
