The First Law- of Nature. Republican Government pre -sun p poses that those who liveclnder it are animated by virtuous sentiments; that they are the source of all power, and that they never cease to exercise a controlling influence in' the adminis tration of the public affairs. If they neglect the duties incumbent on them as citizens and relax in their vigilance over public liberty, a failure of the. system of government necessarily re sults. Republican Government is syn onymous with representative Govern ment and implies responsibility of public officials to the people. These officials cannot throw off that respon sibility or make themselves indepen dent of the community whose servants they are, if the people of that commu nity are true to themselves. To a certain extent, then, it is true that whatever government is suffered to exist, at all events in a country ruled under the Republican system, must be a fair representation of the people, and suited to their habits, manners, wants...

The Public Administrator. _OF LAW FOPR TIHE EXISTENCE OF TIE OFFICE. v'6 take the following from the New Orleans Picayune: The decision of Judge Daigre, of the Parish of Rapides, published in the, picayune some days ago, that the office of Public Administrator does not exist, has caused some excitement and brings up a subject of not a little interest. That the decision is correct will hardly be questioned by an impartial legal mind. It is to be hoped that on an ap peal the Supreme Court will affirm the judgment below. As Judge' Daigre does not elaborate his opinion, it may be well to set forth more fully the rea sons which have led him and others to the conviction that the act creating the office of Public Administrator does not exist, and there is no law for the exer cise of the-functions of such an officer. FROM CINCINNATI., CINCxIN~ATr, May 2--8:30 p. m. Blair announced the platform commit tee had agreed upon the tariff resolu tion by a large majority. The conven tion considering the.Rhodes tariff res olution, Cassius Clay deprecated rais ing the question, which he pronounced an apple of discord which should not be introduced here. Stanley Matthews urges that it was impolitic taking the question out of the hands of the plat form committee, chosen specially to secure careful deliberation on all points of policy ; but if we must have a fight, let us have a fair one. He concluded by proposing the Misonuri tariff plank. (Applause.) On motion of Atkinson, of Massa chusetts, Rhodes' resolution was ta bled by a large majority.
